Empire Juice replacement
In my opinion, I don't think empire juice is a really good idea. You have to wait half an hour for it to recharge and it makes world domination very boring. An alternative is to replace empire juice by some kind morale bar, determined by how happy your population is, and this makes sense. The happier your troops are, the more willing they are to fight more (and travel further).
Before expansion juice, players could take all of Asia and Europe in half an hour. Not very fun if you're another player in that game.
Juice is a game balance thing and prevents steamrolling other players. I agree your idea is more realistic, but you have to stand back and look at it from a game balance point of view.
It took me a few months to decide to implement expansion juice and I talked to a lot of players. It appears that most players prefer expansion juice, because the game is stabilized and you won't lose your entire empire if you leave for a few hours.
